The short answer to this is --Yes.

The long answer is that you need to apply and you'll need contact with the 
president of your state affiliate.   Write to Anile Lewis, scholarship 
committee, c/o National Federation of the Blind, 1800 Johnson Street, Baltimore 
MD 21230 and ask for an application.
