[KeyStoneChapter] How did Keystone NFB Chapter get larger and remain active?

I am in the NFB's jigsaw Chapter living in Pittsburgh PA. My question is
How did the Keystone Chapter get so big and remain so active while
Pittsburgh isn't well represented in the NFB of PA? I get Philadelphia
being bigger than Pittsburgh but what factors make Keystone's chapter
remain strong?
