[Lpobc] Forming a board for LPOBC

The state convention is April 17-19 in Shreveport.  You must be present to
be elected to the board.

Also, the board will be composed primarily of parents, but teachers are
eligible to serve, as well.  In my experience, it works very well to have
parents and teachers working together!
