[Massachusetts-NFB] FY24 Budget Update

 FY24 Budget Update Dear MCB Community Partners and Stakeholders, I am pleased to provide a Fiscal Year 2024 (FY24) budget update. Last week, the Senate Committee on Ways and Means (SWM) released its own recommendation for the FY24 budget. The SWM proposal is $2.2M (+8%) more than the Governor's proposal and the House proposal. The SWM proposal included two earmarks: $1.1M for the Massachusetts Audio Information Network affiliates and $1.1M for independent living, including $500,000 for The Carroll Center for the Blind and $300,000 for the Massachusetts Association for the Blind and Visually Impaired. The full body of the Senate will also consider amendments to the SWM recommendations and debate their inclusion in the bill next week. After debate, the Senate approves a final, amended version of the bill, which is sent to a Conference Committee for review. The House and Senate appoint three members each to a Conference Committee to reconcile the differences between the House and Senate proposals. One member of the minority party must be appointed by each branch. The Conference Committee reports a final compromise bill to the House and Senate for a final vote of acceptance in each branch. Following any legislative overrides to the Governor's actions, the budget is finalized and is commonly referred to as the General Appropriations Act (GAA) for the upcoming fiscal year.
