General News

The MHBE team is growing! We are seeking qualified and enthusiastic

Dental and Vision Decisions
The Affordable Care Act allows state-based heath exchanges to determine
whether or not to offer stand-alone vision and stand-alone dental plans.
After careful consideration, the Maryland Health Benefit Exchange board
decided not to offer these plans when open enrollment for Maryland
Health Connection begins for individuals on October 1, 2013, and small
businesses on January 1, 2014. Options to offer stand-alone vision and
dental plans in the future are under review.

Outreach and Communications

The Department of Aging hosted the Maryland Forum on Health Care Reform
on Tuesday, April 16, at the Ten Oaks Ballroom, in Clarksville. Featured
speakers included Rebecca Pearce, executive director of Maryland Health
Connection, Carolyn Quattrocki, director, Governor's Office of
Healthcare Reform, and Alice Middleton, deputy director, Planning
Administration for Healthcare Financing, Department of Health and Mental
Hygiene.

Presentations and discussion illuminated how the Affordable Care Act
will lead to the expansion of access and more affordable coverage, the
control of health care costs, the improved quality of care, and the
extension of outreach to diverse populations. The Forum audience
included a mix of professionals from the aging network as well as those
who serve individuals with disabilities.

Panelists discussed the essential elements of Maryland's implementation
of Health Care Reform, acknowledged significant benchmarks, highlighted
current initiatives, and addressed the implications of provisions to be
implemented. The event also featured remarks from Joanne Grossi,
Regional Director of the U.S. Department of Health and Human Services
for Region III, and a message from U.S. Senator Ben Cardin (D-MD).

In addition to the Maryland Department of Aging, the Maryland Forum on
Health Care Reform was hosted by partnering organizations Maryland AARP,
the Maryland Gerontological Association and the United Seniors of
Maryland Educational Foundation.

Outreach Plan and resources with community organizations, faith leaders,
advocates, providers and state agencies engages in outreach.

Plan Issuers

The deadline for completing the Carrier Application Package is quickly
approaching! Insurance carriers that intend to offer plans on Maryland
Health Connection

Carrier Application. The package includes the Carrier Application and
the Business Agreement. For more information about offering plans on

Insurance Producers

Producer Authorization Program
Insurance producers in Maryland who wish to sell plans on Maryland
Health Connection will require authorization. The MHBE is beginning to
gather information from licensed producers who intend to seek
authorization to help us plan training and other activities. Training is
a requirement of authorization and will commence in June.
