Here is information that one of co-worker gave us some time ago. 

This is under VA benefits. Janice it may be helpful for your parents. 

Subject: VA Aide & Attendance Program

 

The program issues a stipend that can be used to pay for home health
aide services. There are 4 major requirements to determine eligibility
(service, medical condition, income, and asset). To apply for this
program the application can be found at
http://www.veteranaid.org/program.php. The presenter stated that in the
past it took about 8 months for the stipend to be issued, but as of
lately it takes 30 days. Lastly the service officer for this area is
