I don't understand your first question but the justice department
investigates and prosecutes laws passed bycongress.

I would like to know if there is a different standard for what is considered
a service animal for public transportation, or is the dog the service animal
and not all other types of animals. Does the Federal transportation have
different rules than the justices department have.
