Morning Jody,

I think this may answer your question. You can always mention it to your local PO.

The information in this pamphlet is based on the 39 United States Code sections

3403-3405, as implemented by 703.5.0 of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®).

Hello Marie,

Thank you for this information. Is there a regulation number so that we could mention it to the postmaster‘s if we have problems?

There is so much misunderstanding on the subject! I know a woman that was denied free matter privileges because her neighbor saw her go out to the mailbox and she reported to the postmaster that she wasn’t really blind because she was able to find the mailbox. Based on that the postmaster denied her privileges. I have received white cans and many other materials using free matter. It is upsetting how ignorant some postal workers are on the subject.
