You might be able to do what you want with the free programs Audasity or WavePad.  I hear WavePad is pretty good but have not tried it myself. I have 
tried Audasity, and some of it works pretty well but there are some areas that are still difficult.  I have not tried the very latest version, though, and it could be 
that the difficult areas are not areas that you would be using.  Gold Wave and Sony's Sound Forge Studio are both pretty accessible and are in the $50 to 
$70 range.  I believe both have 30-day trials so you could give them a try before making a decision.  Please be aware that Sound Forge Studio is different 
than Sound Forge Pro.  Both programs are somewhat similar in how they work but Sound Forge Pro includes more advanced noise reduction, the ability to 
assign keys to commands, and a few other features but is several hundred dollars.

You should be able to find these programs by doing a search on Google, but let me know if you have trouble.
