Reaper, I use it over iMovie even on the Mac as it allows you to edit Video the same way you edit audio.  For best results you may want to set your project settings to match your video’s frame rate, but other than that if you can edit audio you can edit video in reaper. I have not mess with the video processor plug in  much but that should allow you to do titles and the like if you do any of that in iMovie. I have also heard of people having success with Windows Movie Maker, but never used it and not sure if that’s still supported in windows 10.
