Welcome to the list! To answer your question, I'm not sure about the current state of Cakewalk's accessibility, though I know that it has been a popular DAW among blind producers in the recent past. Currently one of the most popular production programs for Windows is Reaper, which can be used with JAWS as long as you have the Osara script installed. Incidentally, Jonathan Mosen recently hosted a webinar for NFB on creating a podcast which contained a lot of information about Reaper. The recording is a bit long, but there's a lot of good material in there.
