Brian,

It's common for network marketing companies to charge a registration fee.
This fee usually pays the cost of introductory material and registering in
the computer.  Costco does the same thing for a much higher fee, but nobody
thinks that's shady.  Those who don't want to pay for the membership simply
shop elsewhere.

Her message explained that her business opportunity deals with selling
products related to health.  Like any brief introduction, hers was intended
to weed out those with no interest while whetting the curiosity of those who
might have some interest.  

It's clear to me that you have had some experiences that have made you
leery.  Any potential business, including franchises with very well known
companies, should be investigated thoroughly to see if they fit and have a
profit potential.  Careful investigation is very different from knee jerk
suspicion.
I haven't checked out this web site.   If the name of the company and its
products aren't divulged, I, too, would be hesitant to pay money to get that
basic information.  Just because I don't personally like the tactic of
capturing names before explaining a business opportunity doesn't mean the
practice is suspicious or illegal.  It's simply not the way I prefer to do
business.  I'm not attacking the practice, just choosing not to participate.
I find many commercials I hear on the radio put me off.  They obviously
work, though, because companies keep running them.  The fact that I am
annoyed by commercials that make husbands sound stupid and helpless is a
matter of my personal taste.  It's not a question of business ethics.  I
believe the same is true of web sites that ask you to sign up before telling
you what they're about.  I won't sign up for one, but those who use that
format should not have to deal with harsh criticism from people who don't
like it.  It's hard enough for a person to start a new enterprise without
dealing with snarky remarks.
