I think you should send the letter to the professor. He did not comply with
the written agreement. Whether to go further depends on other factors. Was
the professor a problem all along or just for the test?
Did he repeatedly fail to be accomodating?
I don't think your action will affect your interaction with future
instructors. Good luck.
