[nabs-l] Commission for the Blind rejected funding for CCB

Hey guys

One of my friends will be graduating high school and wants to go to the adult program at Colorado Center for the Blind.  The state Commission for the Blind refused to pay for it!  Has anybody had a problem in their state with the state agency for the blind refusing funding attendance at our NFB centers?  If yes, what arguments have you used to appeal the decision?
