[nabs-l] handicap parking

This "perk" takes a limited resource from people who are denied the
ability to go where we are because we're in the place set aside for
them. This problem has come up where there just was no place to
unload a wheelchair, and that just means people in chairs can't be
there. Some perk, eh?
