Hi Kevin,
My university uses blackboard and it's just basically a website where  
professors post course material, where students and professors can  
e-mail back and forth, and where grades and tests preparation material  
can be stored. The extent to which it is used for a course depends  
solely on the comfort level of the prof. I think it's harder for them  
to use so they don't like it, but that's just what I gather. However,  
it's 100% acccessible with a screenreader (I use JAWS); it's just like  
any other webpage.
