Something about the agency sending out a fraudulent cancelation notice regarding the protest strikes me as illegal. 

I would consider talking to your state's Attorney General's office, or to your states Accountability (ethics) office/commission. Additionally, if the school or agency recieve any federal funding, you may consider talking to the federal government's Government Accountability Office (GAO).
