[nabs-l] NLS and government

[Bill]

I agree that it is unlikely that NLS gets shut down, but congress can if
they want to.  I also thought it was unlikely that a state would close it's
school for the blind and it's commission for the blind, but both are being
tried, and both are for budgetary reasons.
