[nabs-l] NFB Training Center Queary

hi everyone:
I very seldom post things to the list, so you all may not recognize me. My name is Bernadette and I am a current member of the NFB CT affiliate. I always read the list, but today I'm writing to get your feedback on a certain situation if I can. 
A friend of mine who resides in Florida and is currently a college student, would like to go to the Louisiana NFB Center. He is not a member himself, but believes that he could benefit greatly from the training there. However, his state agency wants to send him to an alternative center in Daytona, which is opperated by the agency itself. His rehab councelor told him that if he could give her at least one good enough reason to send him to Louisiana instead, she'd be happy to do it but she doesn't think he can. So I'm wondering what arguments he can use to change her mind. Also, how long is the waiting list   to get into the Louisiana center.
Any advice would be welcome and much appreciated.
