I went and took a look at it myself and found that if you click on the
link on the top of the page that is not labbled you get this message
Chat is disabled until you logout and login again.

So i did this and this was showing at the top of the page.

Just click to start a conversation with the friends you message the
most. Your chat availability settings have not changed.
