Ok Joshua, this line really made me giggle:

As others have pointed out, I doubt colleges and companies hire this web designer with the express purpose of making their websites inaccessible.  

And I think if you're looking for a main culprit as to why flash material is inaccessible, you should look to the designers of flash, your web browser and your screen reader as well.  Sorry you have had a hard time accessing these sites though.  I know that is an extremely frustrating experience.
