I'm wondering that as well. I've been looking into that ever since I 
have arrived here. I wasn't able to find much but it's a state of 
Illinois designation, not a Friedman one. It's in accordance with the 
supportive living policies of Illinois. I haven’t been able to find an 
answer to your question so I can't answer this fully.
