I'm not sure a handbook exists. Certainly policies do but may not be so 
formally written in some handbook.
I think you should get such info from the centers.
Try calling them and asking if they have a handbook or if they have policies 
written down.
I know two policies are you have to wear sleepshades if you have any vision 
or light perception and use the long white cane during center hours.
A policy at LCB is if you arrive to class late too many times or skip 
classes, they take out money from  your living allowance.
Unless things changed since I  spoke to graduates,
you do not have a curphew to get back to your apartment.

If anyone does give you the information, it should be done off list.
This list is archived and a handbook might be copyrighted, and even if its 
not,
I don't  think such an attachment should be sent to everyone's inbox because 
some email programs reject attachments of certain sizes.
I hope  you get the info you want somehow.
