I work with Excel extensively and I have some sight and I can tell you if
you have very limited sight, the way the formatting is laid out with this
particular Excel document is a nightmare... the person who created it, one
of the cells notes that all information filled in yellow are the required
fields... the interesting thing, it looks like you have to do a fair amount
of the work, as I did not see any indication of any one inserting formulas
to assist in tallying up totals of costs, etc. A lot of the cells are
*BLANK* and spread out a fair bit.

Hope that helps from someone who is an advanced Excel user (my background is
administrative / volunteer resources, so the use of Excel is quite
extensive; however, I use a fair amount of my sight to navigate but do take
time out to put my shoes for those with limited to no sight when accessing
information).
