Michael,

I agree with Arielle. I looked at the sheet and the formatting is a 
nightmare.
I use jaws but have a little central vision, enough to see colors and where 
writing is but cannot read it so that's why I use jaws.

I'm no excel expert but I was trained a little with basic formulas and here 
is some tips.

To navigate excell generally, use arrow keys.
Left and right arrows take you to the last or previous cell.
Up and down arrows move you up and down the column.

As you hopefully know, excell has coordinates like a graph.
To get to a cell, you need to know its location such as B2 which is its 
coordnates.

If you know it, you can jump there fast.
Press f 5 to go to a cell. Type in the cell location and tab to ok.
Pressing control page down takes you to the next worksheet, I think.

As for navigating this spreadsheet, it bounces around as you go from cell to 
cell with the arrows.
I am assuming this is because of merged cells and other formatting.
Also, you cannot fill it out because of colors guiding you to fill it out. 
If you are totally blind or do not have enough vision to see the cell you 
are in and its colors, you will not know what to fill out.

Some of it is yellow, other merged cells are red, and I think others are 
green.
My suggestion is to find what rows of data you need and try to read it in 
order. If you can't, you might need sighted assistance.
