[nabs-l] TVI in high schools

Hi guys,

I was wondering if it is mandatory for every school district to have a
TVI. Basically, one of my friends is on an exchange program to the US,
and is attending a high school in Ohio. He's the only blind student
there, and apparently, there are no TVIs. He's facing some issues at
school, and I was wondering if something could be done about it. Can
the school request a TVI to help him out?
