You can use MuseScore or Lime Aloud. I would recommend MuseScore since it's free. It currently only works with NVDA, but that's also free. It takes some getting used to, but should get the job done. The best format is probably MusicXML. The program in which the music you want to read was created can usually export to a MusicXML file.
