Hi Nesma,
The Carol Center was named after a Catholic priest who wrote a book about the blind which is nothing less than disparaging. The Carol Center is what I would call a traditional one that caters very much to the individual. Unfortunately, too often at centers like these, under the rubric of "individual choice," as distinct from informed consumer choice, high expectations tend to be sacrificed to what has been labeled a "cafeteria style" approach. IN other words, a student who attends may elect to take or forgo any of the classes that are taught there. This results in a revolving door scenario wherein students may return to said center numerous times during their lives as visual conditions or other life factors alter quality of life and independence. BISM is hybrid of a more traditional and a structured discovery center. There is a history of leadership familiar enough with the latter approach that has given BISM some credibility over the years in how instruction is provided, the use of learning shades, a core curriculum, blind instructors, many if not most of whom were trained in the structured discovery methodology, etc. A fundamental flaw in the BISM model is that control over the overall program, from program development to budget, is not in the hands of the blind.
That's just a scant shot at an explanation but perhaps others may weigh in.
