[NABS-L] Question about College Roommates with a Guide Dog

Hello,
I'm not sure if you're entitled to a signal room as a guide dog user, but
you could try to get one of those ADA rooms in your college. Also, why does
VR only cover 75% of your board? Why not 100%? And if the new room costs
$5,000 more, shouldn't the total price that VR covers be adjusted to
reflect the new cost? Furthermore, why don't they cover the full cost?
