Ask them about reimbursing a driver or rideshare. My rehab services did this for me. I ended up finding a driver because it was cheaper and more reliable.

Hi, I’m not sure if the suggestion would be helpful. But I would do some research into the cab company that you are currently using to get to school, and see how much it costs per ride, and see if they have any like discounted rates or something like that like that you could use for the cab companies Like since you have a disability. But then I would go back to your rehab, counselor, and justify why you would need it, and actually ask the rehab counselor where they got that information that they would actually be paying for your transportation, and how long your  IPE plan is through school. Because they should be providing you transportation, as far as I know, far as long as the time you are in school until you graduate. That’s my understanding from my experience in rehab although I am not from Missouri.
And usually what I do, is that every sort of communication every letter and every thing that rehab sends to me, I usually like to always download it and save it, in case anything happens. So, maybe you could ask them for documentation saying that they would provide the transportation when they were actually providing it, and then provide the documentation like a copy of the email or something of, their decision not to provide you transportation. And ask them what is so different, and justify why you still need it and do some research.
