[nagdu] NAGDU and the Policy on Ownership

Because it is nagdu saying it, and the folks who are with A C B 
wouldn't get fare treatment/
Or because it is with the Federation?
Just some thoughts.
I love the idea that nagdu would be willing to say to the schools, 
ownership is what is needed.
We will do our best to get this to happen?
then will they put on an applocation "if you are a member of nagdu you 
can't come here?
I don't think that could happen, but you know these days anything is possible.
