Absolutely.  She becomes more of a pet if you remove the harness and let her
romp.

I agree with Michael.  she's not a pet and not subject to pet restrictions. 
However if you are planning to let her out of harness and enjoy the beach 
like the pet dogs, then I'd say tags are in order.
