Mike,
    Again, I respectfully disagree! She is a service animal whether in or 
out of harness. The harness does not make the training any more or less 
training. Some service animals do not wear harnesses. It is not a 
prerequisite for access. I frequently take my dog out of harness with me 
into places where pets are not allowed.

Absolutely.  She becomes more of a pet if you remove the harness and let her
romp.

I agree with Michael.  she's not a pet and not subject to pet restrictions.
However if you are planning to let her out of harness and enjoy the beach
like the pet dogs, then I'd say tags are in order.
