[nagdu] Dog license

I never got a dog license, just a rabies tag, for many years, but last
year we got a letter from the town saying we had 2 unlicensed dogs (my
retired guide and my current guide).  We asked the clerk if they would
waive the fee for my current guide, but she had never heard of such a
thing, so we just paid up for both of them.  It wasn't much, but it was a
little confusing for me, since I'd never been bugged about a dog license
before, and I thought, from what Marion had said, that the fee should be
waived.  But hassling with the clerk was more trouble than paying up.

The dogs aren't wearing the town license tags though, just their rabies
tags from the vet. Does it matter?
