    The dog was trained by Leader Dogs prior to their changing their 
ownership policy. Therefore, Dave - and Tammy upon his passing - owned 
Maddox and have the right to transfer this ownership to whomever they wish. 
By law, a service animal is any animal specifically trained to provide a 
service to a person with a disability. Since maddox is a service animal and 
debbie is disabled, she has every legal right to use Maddox as her guide 
dog. I hope this helps answer your questions.
