I'm curious to know how the hand-off went. Did Debbie need a dog and was
Leader Dogs involved? Or did Dave leave Debbie Maddox in his will?
I ask because I'm curious. Was Leader Dogs involved at all?
Are there any other instances of similar situations happening and how
were they handled if the dog was owned by a school?
This is very interesting.
And, I'm glad to know Maddox is still working. Why I find that
comforting, I can't say.

Dar,
The dog was trained by Leader Dogs prior to their changing their
ownership policy. Therefore, Dave - and Tammy upon his passing - owned
Maddox and have the right to transfer this ownership to whomever they
wish.
By law, a service animal is any animal specifically trained to provide a
service to a person with a disability. Since maddox is a service animal
and debbie is disabled, she has every legal right to use Maddox as her
guide dog. I hope this helps answer your questions.
