If the individual owns the dog upon leaving the school, then the school 
really has no say in what happens to the dog in a situation like that. The 
harness, if it is theirs, could not go to the person to whom the dog was 
given, but the dog's being used as her guide is not something that the 
school could question unless problems were to arise about that person's 
safety. The school might not prefer it, but if the dog was owned by Dave and 
his wife after Dave's death, and if she chose to give the dog to Deb, then 
it's a done deal whatever the school would think.
