Yes, I have heard of and been a witness to dog switches before.  One time, a
local group was having a guide dog play day, at which harnesses were removed
and dogs allowed to run around.  When it was over, two of the ladies
accidentally got their black labs mixed up.  Luckily, someone realized it
before the access bus came to pick them up and take them their separate
ways.

I am of the opinion that whether we allow someone else to work our dogs
should be up to us, not up to the school. Again, this is one of the benefits
of ownership - you can make your own choices on such matters and no one else
has any authority to tell you what you can or cannot do. My wife is a very
experienced, competent guide dog handler. When my guide was working, and
hers was retired, she would occasionally work my dog. Interestingly, she
would always tell me that Louiza went right back to "Guide Dog 101", working
exactly as she was trained, not the way we would work together.
    Merry is in the background reminding me of the time when we boarded a
bus together and our dogs, for whatever reason, switched spots so that her
dog was under my seat and mine under hers. I didn't realize we had come to
our stop and Merry exited the bus with Louiza while Teller and I continued
on the route! About 1/4 mile up the road, the bus made an automated
announcement and I realized we had missed our stop. I said something to
Merry and it was then I realized she was not on the bus! (smile) Teller and
I worked together, while Louiza and Merry did the same! I'll bet it was a
bit confusing, especially for Teller, who had never worked for me! Perhaps
this is a good reason to work each other's dogs from time to time! As
Sherrill O'Brien would call it, this was an ABAPITA - Ain't Blindness a Pain
