[nagdu] guide dogs and cruises

If one is visiting several ports, and one of them is problematic, can the
dog just stay on board the ship for that port?  I'm thinking they wouldn't
come on board and drag the dog off to quarantine or whatever, if it never
set foot in their country.  Is that true?
