Many things happen while you are out of your cabin.  For example, staff may
come in and clean.  Also, just as at conventions simply leaving a dog alone
may lead to dog barking.  It is best to have someone who can keep an eye on
him or her.

while you go and explore?

Hi,

You can make such arrangements.  It is not the responsibility of the crew,
however, to watch your dog.  You may very well learn that crew members would
love to baby sit, but you shouldn't go on the cruise expecting that to
happen.

Making friends with the captain is always a good thing.

If one is visiting several ports, and one of them is problematic, can the
dog just stay on board the ship for that port?  I'm thinking they wouldn't
come on board and drag the dog off to quarantine or whatever, if it never
set foot in their country.  Is that true?
