Yeah, wouldn't tie-down be your friend in this senario?
And why couldn't the dog stay on the ship in your cabin when you went to
places that weren't guide dog friendly/appropriate?

Can't you just put your dog on tie down for a little while in your cabin
while you go and explore?

Hi,

You can make such arrangements. It is not the responsibility of the
crew, however, to watch your dog. You may very well learn that crew
members would love to baby sit, but you shouldn't go on the cruise
expecting that to happen.

Making friends with the captain is always a good thing.

If one is visiting several ports, and one of them is problematic, can
the dog just stay on board the ship for that port? I'm thinking they
wouldn't come on board and drag the dog off to quarantine or whatever,
if it never set foot in their country. Is that true?
