Marion, the problem is if the woman refused that accommodation she could not 
then insist on bringing her dog to work because they could argue that they 
offered an accommodation and she refused.

I do think that states cannot make laws that are more restrictive than the 
ADA. However, someone would have to challenge the Indiana statute in court, 
which no one has done.
