Good question. 

I reviewed the survey as part of the development group for it and we did not
define "hours". I think each school may indeed count training time
differently and that's why you do see so much divergence. Do you count time
in harness and time, say, heeling the dog in buildings and such, which many
schools have kennel staff or instructor assistants do? I don't know.
