Just to clarify, it is often the case that handlers who own their dogs do return them to the schools if the matches don't work out. Yes, it's quite possible that someone would refuse to return a dog who could work for another person; but it's also 
possible that someone who does not own a dog will wait too late to get help for fear that their dog will be removed.
