GDB does not. See my previous post on GDB ownership policy.
Just my thoughts on returning a dog...
I know that you build a bond with your dog. But, if the dog does not work 
for you, but is still a potential working dog, just think how much time, 
money, energy, and resources that are saved if the dog can be matched with 
another person.

Lora,
    to the best of my knowledge, all schools except Leader and Guiding Eyes
transfers ownership upon graduation. If anyone has information different
than this, please share it with the list.
