You are going to places that belong to the Commonwealth. There is
nothing the cruise line can do about the laws, customes and rules of the
British Virgin Islands. 
Suggest you figure out what problem you are having and how you intend to
deal with it. 
Your options as I see them are; 
1. Stay home. 
2. Have your dog stay home. 
3. Bring your dog and you both stay on the sip. 
4. Bring your dog and leave him on the ship while you cane it on the
islands. 
This is supposed to be a vacation, if its causing you this much stress,
you wantt o rethink either your attitude or the vacation. 
Also, a dog is supposed to help not hold you back. 
What is it exactly that you want those of us reading this post to do?

the cruise line isn't the problem it is with St. Maarten, St. Thomas and
Nassau,
