Hi Julie,
Yes, the guide dog programs all give a picture ID. they take a picture of 
you and your dog while you are at the school.  On the card with the picture, 
it says, "Official Identification".  Then it says, "___ (fill in the 
handler's name) and (Guide Dog) (school program dog) _________ (fill in 
dog's name) are graduates of __________(fill in school name).  This card is 
not transferable".  Then there's a signature of an official of that guide 
dog school and an expiration date.  When the card expires, the program just 
sends you a new one with the same picture of you and your dog that they have 
on file from the original card.  On the back of the card, it just states 
that the dog and handler are protected by law to have public access. Then 
there is usually a school logo with an address and phone number should the 
card get lost and someone wants to turn it in.  This card info is pretty 
standard to guide dog program IDs.

I have never seen the cards that people fake or the ones they get on the 
Internet.  The ADA does tell us that we don't have to show these cards. 
But, to get the discounts from veterinarians, they may ask for an ID to 
"prove" the dog's legitimate position as guide or service dog. We have to 
have this to get our dog license for free and the service dog tag (optional) 
from the County of San Diego.  Our County Animal Control is where wwe get 
our licenses and Service Dog Tag.

I have the tag so if my dog shoould get lost it would be easy for him to be 
identified as a service dog and Animal Control could locate me through the 
ID number on it.  But, the tag is optional and in no way affects our access.

Those who owner train, what do you use as an ID to get your license free - 
or do you just pay the fees people would pay for a pet?
