[nagdu] Hypothetical follow-up

This makes no sense at all.  I do not believe a state should tell my school 
which is a reputable school what it can and cannot do in California or 
charge my school to provide services to me in California.

sounds like a fund-raising tactic to me.  don't the California schools do 
enough fund-raising?
