Which gets back to what I was talking about in another thread. Although
there are not vet bills and other expenses to be paid by the dog owner, any
charges that would have been pressed for actual injury I feel should be
pressed in this case.

My concern is, if she gets away with this, she will do it to another guide
dog.
This second dog might not be able to pull out of it the same way the first
dog did.
I also would question, if we get into trouble for correcting our dogs when
needed, then there should be some kind of fine for her as well.
No matter what her problems are.
Please no I am only asking, I am not trying to cause problems.
