No, no, no.  I'm not saying ID is required.  I want everyone to understand 
that.  ID is not required to be able to travel by plane with your guide dog.

What I was trying to say is that it isn't illegal for them to ask for ID. 
Asking and requiring are two different things.  Remember that the ACAA 
wasn't written specifically with guide dogs in mind.  It covers all types of 
service dogs.  Guide dogs wear harnesses so they are pretty readily 
identifiable as service animals.  But if your deaf and your dog only has a 
collar and leash and you can't give credible verbal assurance because you 
don't speak, then ID might be a convenient way to offer assurance that your 
dog is indeed a service animal.
